THE HARBOR CENTER BOARD

The meeting was called to order at 9:02 am by Board Chairman, Mr. Mark Myers. Mr. Myers gave the invocation and led the Pledge of Allegiance.
Ms. Lowrey then led Roll Call. Present: Stephanie Berault, Kurt Bozant, Mark Myers, Donna O’Daniels and Kathleen Wilkin. Also present were Kathy Lowrey, Valerie Waeltz and Kelly Baudoin. Absent: Martin Bruno, Carrie Calvin, Kevin Davis, Martin Patel, Thomas Shinn, and Darrell Smith. There was not a quorum.
There were no guests and no public comment.
Acceptance of the minutes was tabled due to the lack of a quorum. Ms. Lowrey then gave the Treasurer’s Report. She reported that revenue is down 45K in facility rental and equipment/supplies according to the previous year comp report. She also reported that expenses are down 51.8%. Mr. Bozant questioned the discrepancy in Ad-valorem bond revenue compared to last year. Ms. Lowrey explained that the revenue was received, but the final large payment had been recorded in December of 2019 and the report parameters began in January 2020.
Ms. Lowrey then moved on to Old Business. She briefed the Board on recent event postponements and cancellations because of capacity restrictions due to COVID-19. She also informed the Board that there had been a loss of $58,463 to date due to cancelled events. She told the Board that some of the monies had been directly refunded to clients, other payments had been rolled over to the next year.
Mr. Myers then inquired about the hotel occupancy tax revenue. He noted that the report did not reflect much of a decrease. Ms. Lowrey confirmed that while April’s occupancy took a hit, the other months did not record that large of a difference as compared to last year. Ms. O’Daniels interjected that for the year she is seeing a decrease of 20-25% and has seen projections of at least 5 years to recover completely. Ms. Waeltz noted that hotels are making up occupancy due to increase in extended stays for medical personnel. Discussion ensued.
The Acceptance of the Official Journal was postponed due to the lack of a quorum.
Ms. Lowrey then gave the General Manager’s Report.
Ms. Waeltz gave the Sales Report.
Ms. O’Daniels noted that Senator Cruz and Senator Rubio had introduced the HEALS act which would allow political subdivisions of the state, such as The Tourist Commission and The Harbor Center, eligible for the PPP (payment protection program). She also stated that Senator Cassidy was working on providing $120 billion in relief funds for food services.
The meeting was adjourned at 9:33am. The next meeting is scheduled for Thursday, September 3, 2020 at 9 am.
